I think this is a polished out clash. Note the "r" on the obv, and the "b" as well.On the reverse there appears to be maybe the remnants of a letter or number on the edge.

If this were a die clash, it would be a radical tilted die clash. That rare type of clash has only been seen on the 1960D small date Lincoln Cent and some Spanish coins.

A more conventional thought is that the anomaly is a die dent, which can happen in numerous ways.

Thanks. I had first noticed the area under the "R" had been altered from the norm. Then I noticed that the whole face of the obverse was covered in Die scratches. Upon examining the reverse I noted that the "fg" had the look of being hand inscribed. And of course the reverse was covered in die scratches as well. Then I noticed the feature on the rim; which by the way is two or three seperate lines, close together. One large one and one or two smaller ones;in parallel.
