This dime is larger diameter than normal and slightly oblong - 18.37x18.15mm according to my calipers (I measured a normal new dime at 17.90). There is a tiny amount of reeding on part of the rim facing the obverse, so I assume the obverse was the anvil die here. There is also a tiny bit of reeding in two lines on the face of the tail side, which I assume there was a collar clash which contributed to the collar jamming, and possibly multiple strikes. The coin is also cupped slightly toward the reverse.

This is the only bit of reeding on the edge - you can also see how it's curved/cupped:

Off Center Broadstruck.

What did you mean by "partially"? Not all the way around?

There's a little tiny bit of reeding, which I guess would make it a partial collar.

There's not enough reeding to categorize this as a partial collar error. Many broadstrikes -- centered and uncentered -- show a slight reeding trace from grazing the top of the collar.
Error coin writer and researcher.

'partially broadstruck' is like saying someone is 'partially pregnant'.

I'd call it an uncentered broadstrike and not off-center because none of the coin design is missing.
