In at least some European countries, you do have to register yourselves with the government when you move in somewhere new, so the government can keep track of you.

No, you clearly intimated that America is more advanced in terms of personal liberty than the whole of Europe. I wonder if the Native Americans would necessarily agree with your viewpoint?

That is quite true I believe but in many others such as where I am that is not the case, therefore sweeping generalisations such as the one that was made should be avoided imo.
