Here is another. I thought it might be Licinius I, but the more I look at it, the less sure of tha I am. I'm open to all suggestions. I can read the reverse as VOT XX and in exergue is LON for London.

I think the mintmark is PLON - so we are left with just Constantine I and II and Crispus. Crispus and Constantine I were all right facing helmeted busts and I think this is left facing. The only left facing busts are recorded for Constantine II and are radiates.

I can also so 'VS IVN' in the legend at 3 O'Clock. This fits with Constantine IIs legend of:

CONSTANTINVS IVN NC

I'd say its Constantine II, RIC VII 190.

Bobby I think you nailed this one, at first the bust looked right facing to me but with a closer look I see its facing left.
