It looks MS, but lacking luster. So dipped, cleaned or something; IMO

the fields look almost "too clean" to me...  I can't see a single hit on the coin. A larger pic of both the obverse and reverse will help if it's possible.

it looks like it has been dipped more then cleaned the details seem to be there and surface scratches are not Not polished but I would say it looks dipped

The fields above and below the motto and above the date, but it might just be compression artifacts that I'm seeing. Almost like someone tried to run a blur filter or smudge tool to clean it up. Just an impression I get though - I'm not expert. I assume the coin is not yours?
