I think the dilamma is if you do get the complete set and only buy the popular ones, maybe some other collectors do the same, everyone end up with the same coins with higher mintage for the group. Those unpopular might have better chance to go up with lower mintage. But if only a few collectors want to complete the set, then those inpopular ones go nowhere, either.

I can think of much better things to spend $400 on.
Let alone $16,000.
