Russian. Looks like a Catharine II One Ruble to me. 1764 is what I would guess on the date, due to the young portrait. St Petersburg mint.
Obverse: '. М. ЕКАТЕРИНА. II. IМР. IСЛМО�". �'СЕ. РОС (='Catherine II Empress and Autocrat of all Russia')
Reverse: РУ'ЛЬ -- 1764 -- МОНЕТА - Crowned double headed eagle with shield on breast holding scepter and imperial orb.
Coin should be silver, and in the picture it looks coppery. Then again, it is early in Catharine's reign and the Emperor before her severely debased his coinage.
I am not up to date on the Russian counterfeit scene, so I cannot verify authenticity.
