1964 D Washington Die Dent ?

My son's girlfriend bought this for spot when she was picking up
some silver during the recent silver smack down. She had a few bucks left after buying some .999 and asked the coin shop owner if he had any 90% quarters and he reached in a jug and handed her this.

I was wondering if that is a die dent just off the end of the
arrow tips and just right of the left facing wing ?

There may have been a die clash that was polished away and that area what disturbed?
