Bertensgrad's experience is the same as mine. Nevertheless, don't expect to see your junk silver stash to grow in any sort of a hurry.

Only from coin roll hunting or getting the occasional %40 Kennedy half dollar from my bank. Oh, my CCF Secret Santa gifted me a 1 oz round last year. I guess that counts as below spot.

Someone made out, when they bought from me three rolls of 40% Kennedys on craigslist. 70% of spot. The coins sat there for three weeks and only one bite. Typically I see them offered there with a 100% premium over spot.

What's with the bad success rate? I've got silver below spot a couple of times on the Swedish ebay. Just know their values and check out auctions long beforehand. Obscure listings with bad descriptions/titles, bad photos and coin lots are the best at scoring at. You need to know almost every detail of modern silver world coins or you could miss out.

I once got a collection of Roosevelt dimes for only the value of the silver ones. The seven-ish dollars face value of the non silver ones was unaccounted for in the selling price.

I once got a piece of foreign gold for slightly under its metals value at an estate auction. The U.S. gold went nuts with tons of bidders but the foreign gold only had a few interested bidders. I planned it so the next bid increment over mine would be over spot and nobody else seemed to want to bid over spot so I got one of the nicer pieces.

LCS offered me 2 rolls of 40% Kennedy halves at under spot but I passed. Spot was a bit higher back then so I am extra glad I passed. I think around $22 at the time.

My LCS actually has junk silver US coinage they weigh it and take it x spot. So I guess that counts as below spot since it is less than what you would pay for a full weight coin. Also they have some really old/nice foreign coins I can get for spot too.

I've gotten silver coins under spot 3 or 4 times on Craigslist, meeting in public places. I've found sterling under melt many times at estate and garage sales, some of it being resalable (nice jewelry, spoons, etc)

Never expect to buy silver under melt from ebay, if you also include every fee as well, unless, the seller has made a mistake and you have taken advantage of it. I have bought silver under melt (rarely), and close to melt (much more often), but it has always been in face to face buying for cash. Most of it has come from dealers'junk boxes. Occasionally the silver has come collaterally, in the purchase of numismatic lots of multiple coins. The easiest way to buy silver closest to spot is from a bullion dealer, in large amounts. If you always attempt to buy junk silver at below spot, expect that your stash will grow very slowly. That has certainly been my experience.

I bought a roll of 20 silver 1oz rounds off ebay last year for exactly spot. They had a sale going on that lasted a few hours. If you factor in the 1% rebate I get on my credit card, my net cost was 99% of spot. It was a delivered price from one of the major bullion dealers (so no worries about them being fake).

It seems to me that the bullion dealer has judged that the price of silver will continue to trend down, and he needs some ready cash.
I think that you have done well to buy at the current spot price. I think that longterm price trends look good at this time in the World economic cycle. There is not much downside left to go.
My judgement is that World commodity generally prices are nearing the bottom of a downward trend, and the window for buying at the bottom of the trend will eventually close.
Have a look at most long term prices: oil, coal, iron ore, nickel gold platinum and silver. World sharemarket prices have also nosedived in the last year, but most commentators are of the opinion that World economies are looking to a brighter future. Look at the unemployment rates in most leading economies.
