The biggest clue would be weight? Normal or under weight? Also view of the edge area to see how that is affected as well. Are the reeds on the outside edge normal in shape, damaged or weak?

A full picture of the reverse will help see possibilities other than PMD.

Only the reverse rim and fencing area is affected but not the field above. Could you take a picture of the edge in the affected area? That could possibly help.

The scratches on the coin and the angle show me PMD. The rim show a very small un-aligned die, or such no premium for this one sorry, but still be an quarter.

If Coop sees a partial collar opposite the damaged fence area, could that damage be caused by the machinery holding the coin like Feeder Finger Damage? Maybe the coin was in the chamber slightly crocked?

Since this type of damage is indistinguishable from post-strike damage, that's what I'd call it. Damage from a feeder/ejector is possible, but without independent evidence supporting this diagnosis, it's best to go with the more prosaic explanation.
