If you enlarge the photo you can definitely see the second printing so it was there at one time now whether or not it was under inked is anyone's guess

everything is there you just cant see it, like the ink was almost gone or something.

Hmmm, now I am seeing something in the new close-up. If there is any ink at all, then it did not miss the printing. That now leaves two possibilities- underinking error or alteration and I do not think it can be conclusively attributed to either without examining the note in hand.

As for the debate on real/not real I can't say. But if it is real one possible explanation for the amount of wear the note has is that someone may have carried it as a pocket piece for some time not realizing that it would affect the value.

I don't think anyone has pointed out yet that it is series 1988A and is not a web note.

You can tell the Series of a bill by its signatures, which are barely visible..

About the web note part, those were experimental bills printed in Series 1988A, and they carry more value than a normal note..

This is a normal note, so just don't worry about that part right now

It's an under inked note (Major) and agree with Nick, that the note has been handled / stored poorly.

Store it in currency sleeve.
