I have a coin here as an example for discussion with light grey overall surfaces and amber/golden peripheral toning. To my eye it retains strong cartwheel luster in hand. My question is how one determines if a coin has been dipped and re-toned lightly or if it naturally avoided darker oxidation through its environment. And at what point is a coin overdipped in the eyes of the market?

Your example has strong cartwheel luster, so we can rule out the coin being over dipped. Could the example have been correctly dipped to remove toning? Yes. Unless we know the history of the example, there is not way to tell if the example has or has not been dipped. Coins that have been dipped will re-tone faster than examples that have not been dipped. Coins that are around 200 years old are most likely going to have some form of toning, so if you want examples that have not been dipped, you may want to consider not purchasing the all white coins.

Judging from images I'd say lightly dipped, which was a common practice long ago. Overall it's a pleasing example that I'd buy it in the low au range.

I have a few CAC stickered amber/golden toned coins. I also have some CAC approved coins that look white with a very light skin on the surface. John Albanese of CAC has purportedly said that even experts can't always tell if a coin has been dipped.

Appears to me that there is a break in the luster on the obverse, left of the device (liberty). I would say cleaned.
