Your example has strong cartwheel luster, so we can rule out the coin being over dipped. Could the example have been correctly dipped to remove toning? Yes. Unless we know the history of the example, there is not way to tell if the example has or has not been dipped. Coins that have been dipped will re-tone faster than examples that have not been dipped. Coins that are around 200 years old are most likely going to have some form of toning, so if you want examples that have not been dipped, you may want to consider not purchasing the all white coins.
