The glare makes it hard to see whether they are Proof or Business Strike coins. The plastic holder is an aftermarket item that snaps together and not original government packaging(OGP). Either way, you paid a good price since the silver content alone is worth over 12 Euros.

I can't tell much through the glare, but you did get a good deal on it, whether it is a proof set or not.
Nice buy!

The mint issued proof set is as the one pictured above by amida17. You can tell it is a proof set by the medallion, uncirculated sets had round plastic tokens as opposed to the octagonal metalized paper one. 1964 proofs are fully brilliant, with cameo or deep cameo coins being rarities (the first few coins struck by fresh dies). The fact that your set is not in its original mint sealed packaging does not mean that it was not sent out by the mint as a set, just that you cannot be absolutely sure that the coins are all from one mint envelope. Values are typically about the same, with mint original packaging possibly bringing a very slight premium. Often, another small premium is paid for envelopes that are still mint sealed, meaning you get to be the first to see the coins (and possibly luck out and get one or more cameo coins) since it left the mint. If is a very low odds gamble and not worth much of a kicker.

Personally I like the display in the hard plastic better. I would be too uneasy with such a flimsy plastic pack from the mint. Granted most arent worth a whole lot, but I still like to keep my coins protected in one way or another that I am collection.

It is quite definitely an after market cobbled together set that from your description was an apt and honest description of the product. We see a lot of these here and some coin sets are in better condition that others. I feel that the quality of the set is dependent upon when the coins were placed into the hard plastic casing. Still the dime, quarter, and half are silver. While I don't know what the conversion rate is to dollars it does sound like you were well served.
Hope you enjoy the set.
