I'm assuming your going for circulated coins so your best bet would be buffalo's . a lot of those IHC
are very pricey. Just my opinion.

Same here.

Buffaloes would be the better choice and, imo, they are kinda easier to find everywhere and can be cheaper-ish.

The pennies, but only because I'm honestly not much of a fan of the Buffalo nickel design.

Buffalo nickel is certainly an easier set to complete, but I think IHC's have a lot more variety to them.

I voted for IHC because I to like the design better than the Buffalo nickel and since it is one of the choices I can assume it's within your budget.

I voted for Buffalo because there are a couple of budget killers in the IH cents collection. Check the going rate for a 1877 and a 1909 S and then decide. I don't know what your budget is.
Now I don't have a Buffalo set so there may be some expensive key dates in that set also. I have never looked...yet anyway.

They both have some harder coins. Posted above are the IHC.

For a Dansco Indian head nickel album check the prices of
1918/7, 1937 D 3 leg, 1913 S V2

Also many of the early coins with full date and mint marks can have a higher price.

I'm guessing YOU like IHC's better, so run with it.
(I'm not psychic... but your avatar is not a Buffalo nickel.)

Not one of your options, but for tight budgets I like the Franklin halves, Roosevelt Silver Dimes, and all the Ikes.

Nothing like the hunt of filling a set and upgrading it out of various dealers junk boxes.

To bad those aren't in change anymore. Otherwise it would be easier. I voted for the Nickels. Still a more popular and easily acquired type.

There are all kinds of questions here and I am sure you are the only one who can answer them:
1. What is my over collection goal?
2. What grade am I after for the common coins?
3. What grade is the lowest I will be happy with on the key dates?
4. Do I want to collect by variety or date and mint?
5. Do I like cents or nickels better?
6. How long am I willing to take to complete the set?
7. What is my budget per week, month, coin?
8. Am I willing to not spend my budget this time to have more money next time?

...and so on. I think if you answer most of these questions the answer to your main question will be found.
If you are asking what I would do then the answer is Indian cents every time.

I've been able to get all of the common IHCs for $.50 -$.75 cents each with full Liberty, original color and no corrosion. The only downside was the 2 rolls of duplicates and culls I built up in buying lots and had to sell of, but it was worth it. Now I have to hit the jackpot for for the rest.
