I am thinking about busting these out and putting them into 2x2 holders. Coins are PL.

Have you checked the 1999 set for possible mules? Each quarter should have "25 Cents" minted below the Queens portrait . There are two mules for this year and they are the coins from September & November. If these two coins in your set have no 25 Cents on the Obverse, then they are mules and carry a very nice premium. I haven't checked but I will when I do bust the set open.

UPDATE: Just had a look and NO mules for me. :(
