i got one that the background is shiny and the queen and leafs dull- one that the leafs and queen is shiny and background dull

The first type you describe is a "proof" type and the second - I can't see very clearly - appears to be a reverse proof. I don't know how many types there are for a given year, but there should also be a plain "business" strike which is the type you usually use for commerce and get in your pocket change.

These coins were originally sold in sets of coin denominations for the year 1999.
The first from a 1999 Proof Double Dollar Set (mintage 95,113), a Proof 1 Cent is
currently selling for $9.00 at Colonial Acres, the second coin is from a 1999 Specimen
Set (mintage 46,786) Reverse Proof finish as Biedercoins noted, a 1 Cent SP-65 is
worth $6.00 according to Coins and Canada site. Besides Business Strikes (circulating
coinage), Proof Like Sets (Uncirculated Sets Numismatic BU) were also available.

So I see 4 types;
Proof (PR)
Specimen (SP)
Proof Like (PL)
Business Strike (Mint State MS, BU, AU, ...)

Each of your coins could be purchased for about $8.00 - $10.00 each. Maybe a bit less in todays market.
