I'm hoping to identify what is left of this coin. I've looked at quite a few coins, but not satisfied I have a match. Reverse may be rotated.
Any input is appreciated.

16.6 grams

Your coins seems a little light, but the person sitting looks like that of the person on the Mexican ¼ real coin, dated from 1858 to 1862.

Yes, and a second measurement reveals a thickness closer to 2.8 mm. And I'm not sure the wear amounts to 13%.
Maybe I can look at a few other Central and South American countries.

I concur with the image match, but even with the wear, the coin is too thick.

Much closer than any of my findings.
Unworn wt. = 19gm.
With no reverse image and lots of cut/scrape marks this could have been filed down and used as a mechanical shim.
