At first glance it looked like a scratch on the coin to me, but after looking closer it seems to be raised rather than incuse and runs most of the way from rim to rim.

I would guess a linear plating bubble

Not a Die Scratch. That's a Linear Plating Bubble.

Most likely a hair or fiber under plating.
