Would this be considered a fold over fin or something else? There is no apparent damage (it's not smashed or dinged) to the outside of the rim in that area. I often have trouble identifying these. Thank you for your help.

Not a fin, but it maybe a struck though debris on that area. Note the edge was pressed in collar, keeping the metal to stay attached to the coin. Between the 'E . P' area, the metal may have peeled off that area because the wider span between the devices.
