A naturally raised area; extra layer.

Well it can't be a clash - it does not line up with anything on the obverse.
I'm leaning towards a die crack.

Highly doubtful, on a clad coin (don't think I've ever seen one)

If not PMD...I would lean towards a die crack as John has stated.

I'm guessing die crack on this one.

Dough101... If you feel you have a legit rarity, please consider submitting the coin to a reputable third party grading/attribution service. If you do, please share the result with us.

Curious about the weight. An accurate weight to 2 decimal places may tell us more.

@dearborn was right; it results from a die crack; that somehow created some formation.

How does that picture of a Cud look even remotely close to your coin? I mean, they are completely different.

I'm not sure what you keep saying "extra layer," there is no extra metal at all on Cuds or die cracks.

It's either a die crack or a scratch, can't tell from your pics.
