If a coin has marks applied outside of the mint it deserves a details grade. There were quite a few discussions about such coins back when the privy-marked American Silver Eagles were released. I remember that a certain TV coin huckster began peddling ASEs marked with his flavor of counterstamp. He called it a privy and convinced one of the TPGs to assign them MS-70 grades in special slabs. I would not call it Details because that would be insulting to counter stamp collectors. I believe they should have left the label ungraded like they do for other specialty items.
