Nifty counterstamp, really quite elaborate. The object in the left hand is obviously an arrow, but what is the right hand holding/touching? A bow? Animal pelt? Tree trunk?
Very reminiscent of the Massachusetts One cent coin device of the late 1700s but not an exact match...it would not surprise me if its origin was in or near Massachusetts

It's perfectly centered. I am wondering who did it and any if at all, significance to that. The Wampanoag were the prominent tribe in that time period.
The downward-pointing spear tip sometimes is intended symbolism. If intended as symbolism, it can represent either peaceful intent or defeat. A much-debated example is James Earle Fraser's "End of the Trail." Given the date of the coin, this may be a political statement about what became the Trail of Tears.
