Nice coin you got there. It's really impossible for anybody to tell by pictures what the grade of that particular coin is, since all of the ones minted to date have graded PF-69 or 70 (or that's what I last heard.) There is only a miniscule difference between the two grades, so if you want a grade you'll have to send it out to be graded, and even then it may still not be the right grade.

where is the best place to send it to be graded and how much does it cost

I think it is a 70
