Looks like it might be some kind of ID tag.

If you watch "October Sky" or any other movie about underground mining you will see a big board with tokens like that, numbered with a hole in them as the worked go down they take their tag and keep it with them in the mine, so in the event of a collapse they know who is missing.

No clue if this is even close but seems the most likely explanation.
