That is not an off center strike.
It is a filled die error.
They usually don't have a value enough to justify the grading costs.

The missing letters generally are filled/greased dies, done to prolong die lie for a few more hits. If you look close, this is a MAD, the die struck cocked at an angle, striking harder at the top than bottom, rim's deeper up there, loss of detail at bottom. Kinda normal, die operator's hear a racket and tweak the adjustments!

Also the die is showing heavy flow lines on the coin. (extreme die wear)
