Yes that would be an usual spot for a die chip--out there in the middle of the field rather than at the edge of a design element. Slight damage seems more likely to me, but hard to say for sure.

That is what they are called. Die dots. An area breaks away from the die, then becoming a pot hole, on the die, leaving a raised area on the coins. Note the heavy die flow lines below that area. So the die was already aging at this point in its life.
