Looks like maybe sand-paper was used if post-mint or is it valid from the US Mint as a struck-through? *The wear is also on the reverse along the edge and more prevalent under the steps of the Memorial.*
I'm thinking strike through. Granted, there seems to be directional lines and a lightness in the areas of weak or missing devises which seem to look like sanding marks. I just don't see how you sand completely up against the inside edge of the rim and not leave marks on it too. It appears that the rim is intact and unaffected, correct?
Yep, Struck Through Grease! I own as well as have seen many 1995-P and 1999-P Cents with pretty much the same look and the striations that gives the coin the appearance of having been sanded down.
