I am not familiar with the general quality of the 31-S strikes but the horn appears to be full enough for a VF grade. With the amount of nicks and scratches I would say VF20 or thereabouts.

Looks like high-end VF, almost EF. The marks and scratches should bring the market-grade down a tad. The 1931-S is surprisingly affordable in spite of its low 1.2-million mintage. Like the 1931-S cent, I presume it was saved in large numbers. You can find nice MS examples for well under $100.

I grade it VF-25. The horn is full enough for a VF grade. This coin has a pretty good strike from what I can tell from focal areas. The marks are obvious but are not in prime focal areas. I also agree that the prices are good for this date considering the mintage, but I also agree many survived as a result of hoarding. Many coins in this series are undervalued right now.
