I don't seem to get what is special with this rupee.

It appears to be like the usual 1938 silver rupee. Or is it a copper nickel rupee? I can't seem to tell the difference between silver and copper-nickel in this coin.

The coin is .9170 silver, it's a very nice looking coin that looks like it is MS-63, maybe MS-64. Value in that grade should be around $35. There was a proof coin KM#554 struck with a value about $550, and a proof like re strike coin with the same number as this KM#555, but that is listed at over $1000. This coin isn't either of those. So $90 is a bit high for it.

The price is, in my opinion, a speculative bid hoping for a very high grade business strike or possibly a restrike coin. The restrike would be a bargain at $90.

That appears to be a very nice coin. The end price does not surprise me. Indian coins are very popular now. I have watched some prices double in the last 6 months alone.

1938 is also a semi key date. That example was the only one I found in a quick current/closed ebay search.
