The edge lettering could probably be added to a coin with a small clip but that one would have too small of a diameter to get impressed when passing through the bar dies. OC, broadstruck, or partial collar should have no affect on the application of edge lettering since it is a separate process from the striking of the coin and done before the coin is struck.
For proofs, the edge lettering is applied with a segmented collar so those striking errors would affect the edge lettering. However, collar malfunctions are quite rare on proofs so the chances of encountering a proof with a 31% clip would be very low to borderline impossible.
