Two different actions. The base line has been hit with something and the metal has been pushed down into the field. This is PMD. The other is a die chip which is common on the 1960 D Lincoln cents, especially if it is a small date. There is a long story to why die chips were prevalent on the 1960 small date Lincoln cents, but it suffices to say that the mint over used the reverses of this year and date type.
