Is it rare to have both the obverse and the reverse off center?
both have double rims as well!
this is the first I found

I'm not an expert, but I really don't think so. In fact, according to the glossary on this site, it isn't even considered an error coin until it is at least 5% off center.

Regardless, I think you have a neat coin and I'd keep it, but I keep all the oddities that I find. So keep it at least until you find a coin that is even more off-center.

Looks to me like MAD in two different directions.

I believe that extra metal on the rim is called finning, but I don't think this is major enough to be that special, even though it is more obvious than normal.

Looks like a MAD coin. Just the obverse is affected. The lighting on the reverse makes it appear affected. Note how the die is centered on the reverse? just the outside lighting affect where the rim is.
