A decent dollar but was centerpunched obv & rev for whatever reason. Also possible old cleaning. Any ideas on grade & value as-is?

Tough call here. The details look VF+ and the damage is not terribly distracting. It has been cleaned also.

I would compare it to this ANACS VF35 Details piece that sold this month for $288. I would value your coin at $200 wholesale.

Those look very close to exact center. Wonder what they were trying to do.

Cleaned, with VF-30 details.
Still... it is a Seated dollar!
Unfortunately I can not even guess as to the origin of the punch marks.

On the punch mark, my guess is somebody was going to drill it to make a ring or other decoration and they changed their mind. If somebody was going to use it as decoration in a project that would certainly explain the light cleaning. I can't explain why punch both sides though..

VF, damaged and cleaned. Probably would wholesale around VG or so money.
