What rachums said. Over priced is a totally relative and irrelevant term here. If people dont value the 16D in AG at 400, then thats what its worth. Simple.

And a 16D in G for 500 or less....ooooookaaaayyyyyy. As mentioned, perhaps a raw coin. But thats one I want as a graded coin, and a gradd guaranteed genuine G....600 in my experience.

As another example of coin popularity making the prices go up and up and up is the mention of a coin being in a slab. This automatically means to most that it is real, not a fake. Although a TPGS is not infalable, most people think they are masters of varifications on grades and authenticity. Also, a price on a coin can vary due to the name of the TPGS and with a coin such as a 16D Mercury one that is so commonly counterfeited, one in a slab from PCGS is the one that really stands out. Many times you will hear a dealer say "Of course it costs more, it's in a PCGS slab"
So again popularity of not only the coin but a TPGS can and usually does make the difference in price.
