1939 Nickel Type 1 Or 2

I have done a search here and read what was found before, type one is the reverse of 38 and type 2 is a reverse of 40, if you can see the steps.

So from what I have read there is NO way to tell which type you have if the steps are worn, say a F20, is this correct?

Somebody had a theory on the font or serifs or something in the lettering but I am not sure where I read that here. Let's look for steps of 1938 in search and see who finds it first.

Yes I did read both of those threads, but no answer on how to tell type 1 or 2 without seeing the steps. nothing for sure.
