I do not know the Korean pronunciation but in Chinese the inscription reads li yi lian chi (禮義廉恥) which translates as "rituals, righteousness, desistance from corruption, and a sense of shame".
This is a reference to the four social guidelines of the ideal state according to the ancient Chinese encyclopedia guanzi (管子) written by Guan Zhong (管仲 760-645 BC) of the state of Qi.
The reverse side reads shan chuan (山川) which translates as "mountains and rivers".
