Yes, it is Irish and a half penny, There is a Conder token with a pedestal in the foreground and with out, the monogram on the reverse is different - there appears some variance on of the words on the perimeter, so the Monogram may also be a variation. It might be: a 18th Century Irish Halfpenny Conder Token - Camac Kyan and Camac-
The only words I can read are: EGALL HALF PENNY with seated woman & Harp otherside SWORDS OR OUR above WHC script monogram. This is a best guess.

An unfortunate feature of a number of Irish tokens is the presence of a cypher or monogram, without any edge reading to inform posterity as to its meaning; J E Co and W H Co are instances.
