I believe this one is Galerius, desert patina on this one also.

I believe it may be Maximianus.

Maximianus - AE Antoninianus - Tripolis mint - 285-290AD

Obverse:IMP C M AVR VAL MAXIMIANVS P F AVG, radiate cuirassed bust right

Reverse:IOV ET HERC CONSERVATORI AVGG, Jupiter standing right holding scepter & orb facing Hercules standing left holding Victory & club, TR between, XXI(branch) in exergue

I have seen a few Roman bronzes of this period and later with this sort post mint flan failure.

I have dozen roman coins that are missing parts. Some are even cut in half :-)
