That's an extreme example of Machine Doubling. It might even be double-struck in collar.

Coop is correct, this is strong Machine Doubling. This example was struck once and suffered a die bounce. I suspect it is from the same die that produced two similar examples I have seen before. It's a strong example of Machine Doubling in two or perhaps three different directions. Well worth holding on to.
