That is a lamination, a flaw in the alloy.

Yes lamination,
The metal starts to peel and lift up, I personally don't call it an error coin but people like to collect them, and if you were to sell it I would think $3

It's interesting, it's an error coin and it only cost you a dollar.
No brainer to me , put her in a 2x2 and add it to your collection.
Good eyes and a nice find.

I have fund this error the most common on 2c coins, followed by 20c coins from the 60's and 70's. I haven't found too many $1 coins with it and only have one 50c with a lamination.
