I see definite loss of luster in the fields which I think supports a grade in the AU range. The reverse looks pretty original but the obverse does have the look of a cleaned piece.
I'm not aware of any "double-tipped A" variety but you can check VAMWorld to see if any described VAMs have this feature. It is possible your coin suffered a hit (post-mint damage) on that spot which created the apparent doubling. The mark on the talon looks like a dent to me.
Value-wise, unless you have a popular
VAM type the coin is unlikely to be worth much more than an "ordinary" 1902 in similar condition.
