I agree. Post mint damage since it literally crosses the devices to the open fields.
As an aside, you CAN get concentric circles on open fields of a coin, but only in US coinage - as lathe lines. Canadian coins will often have parallel lines in the open fields as die polish or micro-relief to facilitate ejection. Check out some cool US lathe line coins at:
