I find it interesting that these S mint quarters aren't included in the mint set. Not that I want the mint sets to be any bigger, but the Kennedy half is not released for circulation and its included so why not these?

Mint Set coins are produced as Uncirculated coins (struck on dedicated lower-speed presses at higher striking forces in their own sections of the Denver and Philadelphia Mints).
The San Francisco circulation-finish Quarters are not (officially speaking) Uncirculated coins.

Circulation-finish NIFC JFK Half-Dollars (as opposed to the Uncirculated coins in Mint Sets) are sold only in bags and rolls, just like the NIFC BU "S" Quarters.

I would add that the quality of the 2012-S Hawaii Volcanos Quarters from the roll I opened seemed at least on par with the Uncirculated Quarters in my 2012 Mint Sets, so their production method may in fact be "Uncirculated-grade", but the Mint does not claim these coins to be "Uncirculated". Does San Francisco Mint even have high-volume presses on the premises anymore?

Mint News Blog: "With mintage levels for the circulating quality "P" and "D" mint marked quarters continuing to increase, the lower mintage "S" mint marked coins may represent an opportunity for collectors."

The first six varieties of 2012 business strike P and D Quarters are each under 26 million. Acadia-D @ 21,606,000, Chaco Culture @ 22 million each, P and D. Yours truly was "backing up the truck".

A year later, for 2013 only the White Mountain-P variety is under 100 million (and compare its 68,800,000 to the first six 2012 varieties).

For both 2011 and 2012, the last design of the year had more than double the mintages of the preceding design, at both Mints.

If that rule held true this year, we'd have over 300 million Mount Rushmores from each Mint

I don't think that will happen, but it is possible that the mintage of the Mount Rushmore-D variety may finally surpass the lowest-mintage State Quarter variety (which was Oklahoma-D @ 194,600,000).

I'm saving far less of the 2013 BU rolls than the 2012's, but the fact that banks can't special-order BU rolls means I'll continue to save some ATB BU rolls, no matter how high the mintages are.

And, if business strike mintage levels stay above 100 million per variety, BU "S" Quarters will be the only "low-mintage" varieties, as the Mint News Blog article pointed out.

2013-S Mintages are likely to be 1.7 million+, since over 1.5 million 2013-S White Mountain coins have already been sold, and all product options for the 2013-S W.M. are still available as I type this.
