Found this 1964 D in a roll the other day and wondered how it would grade. Not the best photographer. These photos are all the same coin. On pic has a hair on the reverse, sorry.

The pictures on the right show the luster and coin better. Use those conditions, get right over the coin without an angle and post a single pic of each side. MS coins are tough to grade without seeing everything better. Nonetheless, looks to be 64/65.

I like to find these BU looking coins in rolls especially wheat cents. I am always looking for a better example for my Whitman books.

Whatever you do, DON't store BU coins in the Whitman folders (the kind where you just push coins into the holes). Over time humidity working on the cardboard (and some here on CCF say the glue used to make these) will ruin the back of the coins. I learned this lesson the hard way years ago and ended up with many coins that look Bu on the OBV, but had little to any luster on the REV.

Invest in an album at least - but even these, over time, will tone your coins (which is good or bad depending on whether or not you like toned coins).
