Is this a die chip,a plating problem or a struck through?

Looks like a die chip in the last 9. The other area maybe raised gas bubbles under the plating. It can happen on any area of a coin.

The second "9" is what I am interested in. Only the edges look raised, the center is at field level.

The diecrack goes though it, it's about the same curve as the "9"; maybe the copper from the last coin stuck in the diecrack?
