I have 100 2006 $1 star bills in consecutive serial number order starting with L 07827401 and ending with L 07827500. Still with original strapping from reserve, San Francisco. Are these bills worth any more than face value?

Pretty high serial numbers. Probably not much of a premium, except for the fact that they are in uncirculated condition and you have 100 consecutive.

It is typically safe to assign a premium of $25 to a pack like that, even if it is common.
