Is this a mint error (like maybe a brockage error)? Or is this something that happened after mint?

I am going to say it is PMD. Looks like it was an end coin on a coin roll and the wrapper nicked it as it was turning.

Sometimes this happens from a coin counter or vending machine.

Thanks! After I posted this picture, I noticed that on the reverse side, where it says "quarter dollar," it looks damaged from something that would have spun the coin. Makes sense now. I'm at work and didn't have my loupe but was dying to know what you guys thought. Thanks so much!
