First of all, I am new to this, so if my questions and concerns seem amateur, they probably are...
Anyway, I recently noticed this quarter while rolling a bunch of coins that had been saved up. I've looked for similar errors for the same quarter but haven't found any. What can you tell me about it? How rare is it and is it worth anything?
Also, I know it's frowned upon to clean coins, but is there a way to clean off what I assume to be verdigris? Or is it better not to bother?

to CCF. It's called a miss aligned die error and it is worth a few dollars. Check ebay sold items for a recent sale value. Congrats on a nice find. John1
You can clean it with acetone or a good solvent. It wont harm the coin - as far as I can see, this is generic gunk as opposed to verdigris so it should come off pretty easily.
