Does this look like PMD or lamination? I noticed it on the obverse and two parallel on the reverse which makes me think more PMD. What's your thoughts? Thanks for your input.

That is a lamination on both sides. These are a little more rare, than the single side ones. Most view this as a problem, but an error lamination collector might show some interest.
